And yet.... The Times reported that Police were suspicious of Jean Charles de Menezes because he was wearing a jacket on a "muggy morning". Meanwhile Time magazine reported that Police suspicions were aroused because Menezes was wearing a "thick coat - odd, on a hot summer day". I checked the weather history page at Weather Underground for the day in question. London: Min 12 degrees Max 20 degrees. Neither a muggy morning, nor a hot summer day! It was neither a “muggy morning” nor a “hot summer day”.
